Julie Scott Emmons is a native of Alamance County and is a 1995 graduate of Bryan College in Dayton, TN, she where earned a B.A. in History with teacher licensure. She later completed an M.Ed. in Special Education/Learning Disabilities from Elon University in 2000. Julie is a lifelong advocate for persons with disabilities and strongly believes in the sanctity and value of every human life. After 8 years in the K-12 classroom, Julie was an Instructor in the School of Education at Elon University from 2004-2014, in addition to serving as an Academic Support Specialist in their Office of Disabilities Services. .

Julie has served in various leadership roles within the North Carolina Republican Party and has advised candidates at the local, state, and federal levels. She currently serves as the Chairman of the NCGOP Platform Committee.

Julie was the Campaign Manager for Mark Walker’s successful 2014 congressional campaign and later served as his District Director and Deputy Chief of Staff. During her time in public service, Julie became quite passionate about criminal justice reform and served as an advisor/volunteer for a Charlotte-based prison ministry, Proverbs 226. She is currently serving her second term as a member of the Alamance Community College Board of Trustees and was formerly on the Executive Board of the N.C. Association of Community College Trustees. Julie is now the Director of Strategic Partnerships—Southeast for Human Coalition.
